Amends Public Act 101-400 to change the effective date so that most provisions take effect December 31, 2019, while Sections 5, 10, and 20 take effect July 1, 2020

Abolishes the Drycleaner Environmental Response Trust Fund Council on July 1, 2020, transferring all powers, duties, and responsibilities to the Illinois Environmental Protection Agency (IEPA)

Requires the Fund Administrator to prepare a detailed report by June 30, 2020 listing all claimants eligible for reimbursement, pending insurance claims, and pending appeals before transfer to the Agency

Establishes insurance premiums of $1,500 per drycleaning facility per year from July 1, 2020 through June 30, 2029, and $750 for the final six-month period ending January 1, 2030

Increases annual licensing fees for drycleaning facilities (ranging from $1,500 to $5,000 based on solvent usage volume) and requires owners of inactive facilities eligible for Fund reimbursement to pay a $3,000 annual administrative assessment through calendar year 2029
