Creates the Native American Employment Plan to increase the number of Native Americans employed by State agencies and in supervisory, technical, professional, and managerial positions.

Establishes an 11-member Native American Employment Plan Advisory Council appointed by the Governor, with ex officio liaison members from 10 State agencies including Corrections, Human Services, Public Health, and Transportation.

Requires the Department of Central Management Services to develop and revise the plan annually and report to the General Assembly by February 1 of each year, beginning February 1, 2020.

Empowers the Advisory Council to examine employment barriers for Native Americans in State government and recommend incentives to foster employment and promotion.

Amends existing State law to require all State agencies to implement strategies under the Native American Employment Plan and report annually on their activities and Native American hiring and promotion numbers.
