Creates the DUI Prevention and Education Commission consisting of 5 members from the Secretary of State's office, State Police, Department of Human Services, Department of Transportation, and the State's Attorneys Appellate Prosecutor, appointed within 60 days of the Act's effective date.

Establishes commission meeting requirements with a quorum of 3 members and simple majority voting, with the first meeting to occur within 90 days to elect a Chairperson.

Authorizes the Commission to create rules for reviewing grant applications and determining recipients of grants from the DUI Prevention and Education Fund.

Creates the DUI Prevention and Education Fund as a special state treasury fund to distribute grants for crash victim programs, impaired driving prevention, law enforcement support, and other DUI-related programs.

Directs the State Treasurer to transfer any balance exceeding $30,000 from the Roadside Memorial Fund to the new DUI Prevention and Education Fund.
