Amends Illinois Highway Code Section 6-115 to allow boards of trustees to appoint non-residents or residents who have not lived in a district for one year as highway commissioners under specific circumstances.

Permits appointment of non-resident commissioners or contracting with neighboring townships for highway services only when the district is within a township with no incorporated town, the township has a population of less than 500, and no qualified resident willing to serve is available.

Maintains existing requirement that highway commissioners generally must be legal voters and have resided in the district for at least one year, with exceptions only for qualifying rural townships.
