Allows licensed waterfowl hunters to use steel and other non-toxic shotshells approved by the U.S. Fish and Wildlife Service when taking migratory waterfowl at any authorized hunting location in Illinois.

Removes previous restrictions that limited non-toxic ammunition requirements only to specific sites with documented waterfowl lead poisoning where alternative mitigation methods had failed.

Authorizes the Department to designate areas limited to non-toxic pellets only through administrative rule pursuant to the Illinois Administrative Procedure Act.

Adds new prohibition effective January 1, 2022 making it unlawful to use lead shotshells to take wildlife on Department-owned properties.

Adds new ammunition restrictions prohibiting shotguns smaller than .410 bore or larger than 10 gauge, with specified exceptions for rifled barrel shotguns between 20 and 10 gauge.
