Amends Illinois Vehicle Code Section 3-609 to allow veterans with service-connected disabilities to obtain special license plates for one motorcycle, in addition to one motor vehicle of the first or second division.

Veterans must hold proof of service-connected disability from the U.S. Department of Veterans Affairs and obtain certification from a licensed physician, physician assistant, or advanced practice registered nurse that their disability qualifies them for disability plates under Section 3-616.

Plates displaying the international symbol of access are issued without registration fees to eligible veterans; veterans with 50% or more disability rating but not qualifying for disability plates receive special plates without the symbol, also without registration fees.

Renewal requires documentation of continued eligibility unless the veteran has a permanent qualifying disability; the Illinois Department of Veterans' Affairs may assist in providing disability documentation.

Veterans approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act may obtain a second set of plates for $24 instead of standard registration fees.
