Creates the Pediatric Cancer Awareness Fund as a special fund in the State treasury to receive grants for pediatric cancer treatment and research at the Cancer Center at Illinois.

Authorizes the Illinois Department of Human Services to issue pediatric cancer awareness decals for Universal special license plates.

Charges an additional fee of $25 for both original issuance and renewal of pediatric cancer awareness license plates, with $10 going to the Pediatric Cancer Awareness Fund and $15 (original) or $2 (renewal) going to the Secretary of State Special License Plate Fund.

Applies the Universal special license plate program to passenger vehicles of the first division, including motorcycles and autocycles, or motor vehicles of the second division weighing not more than 8,000 pounds.
