County recorders must record military discharge certificates and DD-214 forms free of charge in a separate book designated for that purpose.

Recorders in counties with over 500,000 population must deliver one certified copy of the discharge certificate to the named person or their agent at no charge, with additional copies available for $1.25 each.

Military discharge documents are protected from public inspection under federal Privacy Act of 1974 and are accessible only to the named person, their dependents, county veterans' service officer, Department of Veterans' Affairs representatives, or persons with written authorization.

Military discharge documents must be made available for public inspection and copying according to the National Archives and Records Administration archival schedule, with redactions applied for information protected under Illinois Freedom of Information Act, Federal Freedom of Information Act, and Federal Privacy Act.
