County boards may demolish, repair, or enclose dangerous and unsafe buildings outside municipalities, and remove hazardous materials after providing 15 days' written notice to owners and lienholders.

Counties may petition circuit court for orders requiring property owners to demolish, repair, or enclose buildings, with costs and attorney's fees recoverable as liens on the property superior to all prior liens except taxes.

Counties can declare properties abandoned if tax-delinquent for 2+ years, unoccupied, and containing dangerous buildings; owners have 30 days to enter appearance or others may petition to repair/demolish and receive title via judicial deed.

For open, vacant buildings constituting immediate hazards, counties may post notice and demolish/repair within 120 days after certified mail notice to owners and 3 days of newspaper publication without court order, filing lien within 180 days.

Counties may seek immediate injunctive relief without bond to abate health hazards on residential properties of 1 acre or less containing garbage, decomposing materials, waste, or hazardous substances; costs recoverable as liens.
