Expands the definition of "children" under the Children and Family Services Act to include minors 18-21 years old who were committed to the Department before age 18 and continue under court jurisdiction, or who were accepted for care before age 18 and whose best interests require continued services.

Allows the juvenile court to adjudicate and place minors 18 years of age and older in the Department's care if the court made a finding of probable cause that the minor was abused, neglected, or dependent before reaching age 18.

Establishes that proceedings under the Juvenile Court Act of 1987 apply to minors 18 years and older in certain circumstances, allowing continued court involvement and department services beyond the age of 18.

Removes age restrictions from several dispositional and sentencing provisions to allow courts to continue supervision and place young adults 18-21 in appropriate facilities when they meet the criteria of having prior abuse, neglect, or dependency findings before age 18.
