Deletes the phrase "subject to appropriation" from the Illinois Youthbuild Act, making grants to approved Youthbuild program applicants mandatory rather than discretionary based on available funding.

Requires the Secretary of Human Services to make grants to applicants for carrying out approved Youthbuild programs that provide integrated education and job skills training in construction and rehabilitation activities.

Mandates programs include minimum services such as housing acquisition/rehabilitation, education and job training with 50% classroom and 50% experiential training, counseling services, leadership development, stipends at minimum wage, and job placement assistance for 12 months after graduation.

Establishes specific program requirements including teacher-to-student ratios (1:18), trainer-to-student ratios (1:7), counselor-to-participant ratios (1:28), and program duration of 6-24 months full-time participation.

Effective date is July 1, 2019.
