Amends Illinois Code of Civil Procedure Section 2-206 regarding service by publication in legal actions affecting property or status.

Creates a new subsection (a-5) establishing separate procedures for actions brought under Part 15 of Article XV (foreclosure actions), requiring the plaintiff or representative to arrange publication rather than the clerk.

Designates it as a "non-delegable duty" of the court clerk to mail copies of published notice to defendants within 10 days of first publication in foreclosure cases.

Exempts foreclosure actions under Part 15 of Article XV from the general service by publication requirements in subsection (a).

Maintains existing procedures for local government actions involving dangerous or abandoned buildings, allowing notice by publication to commence during defendant location attempts.
