Department of Human Services must establish reimbursement rates building toward livable wages for front-line personnel in residential and day programs serving persons with intellectual and developmental disabilities, including intermediate care facilities, community-integrated living arrangements, and community day services.

By July 1, 2019, direct support persons must earn a base wage of at least $5.25 per hour above the highest applicable federal, state, county, or municipal minimum wage, with other front-line personnel earning a commensurate wage.

By July 1, 2021, direct support persons must earn a base wage of at least $6.75 per hour above the highest applicable minimum wage, with other front-line personnel earning a commensurate wage.

Applies to state-funded programs and those receiving Title XIX federal Social Security Act funding for services to persons with intellectual and developmental disabilities.

Takes effect immediately upon becoming law.
