IL SB1149

Amends the Illinois Local Library Act to add eligibility requirements for library trustees, including being a qualified elector and residing in the jurisdiction for at least one year at time of nomination.

Disqualifies candidates who are delinquent on property taxes owed to the library or have been convicted of infamous crimes, bribery, perjury, or felonies.

Modifies the Public Library District Act of 1991 to clarify that library trustee candidates must be elected or appointed, and applies the same residency and tax delinquency disqualifications.

Changes property tax disqualification language in the Public Library District Act from "a tax or other indebtedness" to "property tax" owed to the library district.

Makes amendments applicable to candidates and appointees in the consolidated election of 2019 and thereafter, effective upon becoming law.
