Amends the Grant Accountability and Transparency Act by adding a new Section 31 requiring annual budget implementation reports.

Governor's Office of Management and Budget must compile and submit the report to the General Assembly by January 1, 2020, and annually thereafter.

Report must include for each grant agreement: the total cost of each project, detailed line items per GOMB guidelines, and the specified project purpose.

Report shall be posted on the Governor's Office of Management and Budget website for public access.

Effective immediately upon becoming law.
