Repeals Section 3-7-6 of the Unified Code of Corrections that required incarcerated individuals to reimburse the Department of Corrections for incarceration expenses at rates set by the Department.

Removes language from Section 3-12-2 requiring the Department to notify the Attorney General of proceeds from sales of inmate artwork or handicrafts that could be applied toward incarceration costs.

Removes language from Section 3-12-5 that required a portion of inmate wages to offset the cost of incarceration and eliminates the requirement to notify the Attorney General of compensation applied toward incarceration costs.

Amends the Code of Civil Procedure to make conforming changes by striking Section 4-101(11), which previously allowed attachment against property of debtors referred by the Department of Corrections for recovery of incarceration expenses.
