Adds Section 5-725 to the Civil Administrative Code prohibiting state departments from denying occupational or professional licenses based solely on applicant citizenship or immigration status, while preserving other license requirements.

Amends the Illinois Explosives Act to allow persons lawfully admitted for permanent residence (in addition to U.S. citizens) to qualify for explosive licenses.

Removes citizenship requirements from plumbing licenses, water well contractor licenses, and horse meat dealer licenses in Illinois.

Modifies the Coal Mining Act to allow lawfully admitted permanent residents to serve as mine managers, mine examiners, electrical hoisting engineers, coal weighers, and shot firers in gassy and non-gassy mines.

Removes citizenship requirements from liquor control licenses and safety deposit licenses, replacing citizenship status with lawful permanent residence eligibility where applicable.
