Establishes an adult vocational community college scholarship program administered by the Illinois Student Assistance Commission, beginning with the 2020-2021 academic year, subject to appropriation.

Eligible applicants must be over age 30, unemployed for at least 6 months and registered on the Department of Employment Security's job-search website, enrolled or accepted at a community college, and able to identify their specific training goal and timeline.

Scholarships cover tuition and fees up to a maximum of $2,000 per recipient per academic year, with total aid combined with other financial assistance not exceeding the cost of attendance.

Applicants may reapply if demonstrating continual progress in grades and attendance; if funds are insufficient, the Commission may prioritize awards based on financial need, duration of unemployment, educational attainment, or application date.

Amends the Unemployment Insurance Act to authorize the Director to share employment information with the Illinois Student Assistance Commission for determining eligibility for the scholarship program.
