Authorizes the Secretary of State to issue Police Memorial Committee special license plates for passenger vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds

Charges a $25 fee for original issuance ($10 to Police Memorial Committee Fund, $15 to Secretary of State Special License Plate Fund) and $25 for each renewal ($23 to Police Memorial Committee Fund, $2 to Secretary of State Special License Plate Fund)

Creates the Police Memorial Committee Fund to provide grants for maintaining a memorial statue, holding annual memorial commemorations, and awarding scholarships or grants to children and spouses of police officers killed in the line of duty

Allows the special plates to be issued as vanity or personalized plates at the Secretary's discretion

Becomes effective upon becoming law
