Changes physical education waivers from a 5-year maximum duration to 2 school years, with renewal limited to no more than 2 times.

Allows waivers for physical education mandates to be modified within the 2-year period by school boards or regional superintendents following the same procedure required for initial waiver requests.

Replaces the "3 days per 5-day week" physical education requirement with specific weekly minute minimums: 150 minutes per week for elementary school pupils and 225 minutes per week for middle school, junior high school, and high school pupils.

Exempts students from making up physical education minutes when a student non-attendance day falls on a scheduled PE class day or when the school building is closed, with "student non-attendance day" defined as a day with no students present or engaged in learning.

Takes effect July 1, 2019.
