Requires each school district to develop and implement a local appeals process for teachers receiving "unsatisfactory" ratings beginning with the first school year after this Act takes effect.

Appeals process must include assessment of the original rating by a panel of qualified evaluators agreed upon by the joint committee referenced in Section 24A-4(b), with authority to revoke ratings deemed erroneous.

Joint committee determines criteria for successful appeals, but any new rating issued to replace an "unsatisfactory" rating must be determined through bargaining between the exclusive bargaining representative and school district.

School districts must develop the appeals process through good faith cooperation with teachers or, where applicable, through good faith bargaining with the exclusive bargaining representative of teachers.
