Department of Public Health must develop and make available training materials for phlebotomists on drawing blood from children and adults with intellectual and developmental disabilities using safe, comfortable methods.

Training materials must conform to best available practices and consider the comfort of patients and their families, guardians, caretakers, or companions present during blood draws.

Department must review training materials every 3 years to ensure they align with current best practices.

Health care providers and laboratories employing phlebotomists must incorporate this training into initial employment training and ongoing competency maintenance programs.

Nonprofit blood banks and their affiliated laboratories are exempt from these requirements.
