Amends the Abused and Neglected Child Reporting Act to require immediate referral to local law enforcement when reports allege abuse or neglect by someone who is not the child's parent, immediate family member, person responsible for welfare, household resident, or paramour of the parent.

Requires the Department to post a notice at locations where the child abuse hotline number is displayed stating that knowingly transmitting false reports constitutes disorderly conduct and is a Class 4 felony.

Mandates the Department distribute materials listing the state-wide toll-free reporting number in school buildings and, in cooperation with clergy, in religious buildings.

Allows law enforcement personnel to investigate suspected child abuse or neglect concurrently with the Department regardless of whether the Department determines a report to be "indicated," "unfounded," or "undetermined."

Requires the Department to adopt rules by June 1, 2016 establishing criteria and standards for investigating reports of abuse or neglect committed by agency employees or persons working for agencies responsible for child or adult resident welfare.
