Amends the Illinois Pension Code Section 15-107 to change "the State" to "Illinois" in the definition of employee regarding appointments by the Governor under the Civil Administrative Code.

Updates Section 15-107(j) to reference the Department of Innovation and Technology in addition to the Bureau of Communication and Computer Services for employees in positions with the Illinois Century Network.

Modifies Section 15-110 regarding basic compensation to clarify that elective deferrals to deferred compensation plans established under "this Article or Article 24" of the Illinois Pension Code are included in basic compensation calculations.

Removes language from Section 15-145(c) that limited survivor annuity benefits for disabled children over age 18 based on full-time student status, allowing continued benefits for disabled children regardless of student status.

Takes effect immediately upon becoming law.
