Creates new offense of Caller ID spoofing under Criminal Code of 2012 (720 ILCS 5/17-30.1)

Prohibits knowingly causing caller identification services to transmit misleading or inaccurate information via telecommunications or VoIP services with intent to deceive, defraud, mislead, harass, cause emotional distress, or wrongfully obtain anything of value

Exempts blocking of caller identification information, authorized law enforcement activities, authorized federal intelligence or security agency activities, and duly authorized process servers in civil, criminal, administrative, or arbitral proceedings

First offense is Class B misdemeanor; second or subsequent offense is Class A misdemeanor

Defines "caller identification information" as name, telephone number, or other identifying data of person originating a call, and "caller identification service" as any service or device providing telephone number or origination information including automatic number identification services
