IL SB1285

Amends the Emergency Telephone System Act to limit county board members on Joint Emergency Telephone System Boards to no more than 3 members if the county was part of a 9-1-1 Governing Board established in 1988.

Requires remaining joint board positions be filled by elected officials or representatives from 9-1-1 public safety agencies within the coverage area.

Requires new intergovernmental agreements for Joint Emergency Telephone System Boards to include appointment of a Public Safety Answering Point (PSAP) representative.

Prohibits creation of individual Emergency Telephone System Boards after January 1, 2016, requiring new boards to be joint boards instead.

Requires counties and municipalities (except those with populations over 500,000) to create or join a Joint Emergency Telephone System Board within one year of the effective date if operating a 9-1-1 system without a board.
