Amends the Prairie Wind Trail Property Transfer Act to extend the deadline for the Department of Natural Resources to accept transfer requests from December 31, 2018 to December 31, 2019.

Department may accept applications submitted on or after January 1, 2019 through December 31, 2019 for transferring portions of the Prairie Wind Trail.

Requires the Department to hold a public hearing in Moultrie and Douglas counties during the application period to allow adjacent owners to petition regarding trail transfers.

Notice of the public hearing must be published in a newspaper circulating in the Prairie Wind Trail area and include the date, time, location, and information about the property transfer process.

Takes effect immediately upon becoming law.
