Adds definitions for "highly restricted personal information" (photograph, signature, social security number, medical/disability information) and "personally identifying information" to the Illinois Identification Card Act and Vehicle Code.

Restricts disclosure of highly restricted personal information from driver's licenses and identification cards to Secretary of State employees, law enforcement for investigations, State Board of Elections for voter registration, and authorized entities by rule.

Expands personally identifying information to include date of birth, height, weight, hair color, eye color, and email address in addition to existing categories.

Creates new confidentiality protections for documents submitted with driver's license and identification card applications, limiting access to the applicant, Secretary of State employees with job-related need, law enforcement, and authorized entities.

Allows disclosure of last four digits of social security numbers to Illinois State Board of Elections for voter registration and multi-state verification systems; clarifies law enforcement requests require written specification from an officer rather than agency head.
