Requires LINK cards (electronic benefits transfer cards for SNAP and cash benefits) issued by the Department of Human Services to display the name and photo of the primary cardholder starting January 1, 2020.

Permits LINK cards to include the names of secondary cardholders authorized to use the card at the option of the primary cardholder.

Establishes that only the primary cardholder whose photo matches the card, or secondary cardholders presenting valid photo identification confirming their status on the card, may use the LINK card to obtain benefits.

Directs the Department of Human Services to begin transitioning to photo ID-enabled LINK cards upon the bill's effective date, with the transition completed no later than January 1, 2020.

Takes effect immediately upon becoming law.
