SB1366 Summary

• Department of Human Services shall select at least 3,600 persons with intellectual or developmental disabilities from the PUNS database to receive State services and supports by June 30, 2022, with at least 600 selected by June 30, 2020.

• Annual funding increases required: 800 persons funded by June 30, 2021; 1,000 by June 30, 2022; 1,200 by June 30, 2023; and 1,200 persons annually thereafter until PUNS database is exhausted.

• Department shall pursue federal funding through Section 1115 demonstration waiver to expand housing options and support services, and through Section 1915(k) Community First Choice Option approval under Title XIX State Plan amendments.

• Department shall establish Illinois Children and Adult Home and Community-Based Services Pilot Program to expand community-based services and housing for eligible adults and children with disabilities, with full implementation by June 30, 2023.

• Department shall submit annual progress reports to General Assembly beginning May 31, 2021, with housing and support services available by June 30, 2020 or 60 days after federal approval, whichever is later.
