Authorizes Illinois school districts to install door security locking means on school building doors to prevent unwanted entry, subject to 11 specific safety and operational requirements.

Requires door locks to be engageable without opening the door, unlockable from inside without keys or tools, compliant with accessibility standards, and positioned no more than 48 inches above the floor.

Mandates that doors installed before July 1, 2019 require no more than 2 releasing operations to unlock, while doors installed on or after July 1, 2019 require only 1 releasing operation.

Requires school districts to obtain written approval from local law enforcement and fire departments before installation, include lock locations in their school safety plan, provide employee training, and notify emergency responders of lock locations and disengagement methods.

Establishes that door locks may only be used by trained employees during emergencies threatening health and safety or active shooter drills, and must be phased out in favor of mortise locks during door replacement or new construction.
