Secretary of Human Services must seek a waiver from the U.S. Department of Agriculture within 6 months to add cardholder photos to LINK cards issued for SNAP benefits and cash assistance.

Department of Human Services must provide the General Assembly with good faith cost estimates within 6 months for three implementation options: replacing all valid cards, phasing in new cards under current vendor, or implementing through new contract bids.

Department must suggest a process to the General Assembly within 6 months allowing caregivers to use a recipient's LINK card on their behalf under the waiver.

General Assembly must determine through legislation whether to implement the photo identification waiver based on cost estimates and Department recommendations.
