Permits currently employed and retired State correctional officers to carry concealed personal firearms off duty without criminal liability if they meet training requirements set by the Illinois Law Enforcement Training Standards Board and possess a valid Firearm Owner's Identification Card.

Permits currently employed and retired county correctional officers to carry concealed personal firearms off duty under the same conditions as State correctional officers, including annual firearms requalification at a certified State range at their own expense.

Requires off-duty correctional officers to purchase and register their own firearms with the Illinois Department of State Police and prohibits carrying any state or county-issued firearm while off duty.

Removes correctional officers discharged for cause from law enforcement status and permanently revokes all their law enforcement rights unless subsequently rehired.

Deletes outdated exemption for athletes' possession and transportation of competition firearms for the 2016 Olympic and Paralympic Games.
