Allows Illinois residents to purchase ammunition from sellers within or outside the state, with shipment via U.S. mail or private express carrier, provided the buyer shows a valid Firearm Owner's Identification Card or concealed carry license.

Permits ammunition shipment to an address listed on the buyer's Illinois driver's license or state ID card, or alternatively to a certified licensee under the Firearm Dealer License Certification Act.

Requires ammunition sellers to verify the buyer's valid FOID card or concealed carry license and valid Illinois identification before shipping ammunition.

Exempts certain persons specified in Section 2 of the Firearm Owners Identification Card Act from the ammunition transfer provisions.
