Creates a statewide sexual assault evidence tracking system to be administered by the Department of State Police, operational within one year of enactment, allowing victims or designees to access real-time information on evidence status.

Establishes minimum requirements for the tracking system including electronic web-based access, help desk availability, secure victim access controls, automatic notifications to law enforcement, and compliance reporting functions for all stakeholders.

Requires treatment hospitals, pediatric health care facilities, and out-of-state hospitals receiving Illinois sexual assault survivors to participate in the tracking system and comply with Department of State Police rules for evidence collection.

Funds the tracking system through the State Crime Laboratory Fund and asset forfeiture proceeds, with additional appropriations as authorized by the General Assembly.

Exempts information and records in the sexual assault evidence tracking system from disclosure under the Freedom of Information Act and allows the Department to adopt emergency rules to implement the system.
