SB1414 Summary

• Changes the Criminal and Traffic Assessment Act to require (rather than permit) county treasurers and local government treasurers to create specified funds if not already established, including the Court Automation Fund, Document Storage Fund, Circuit Clerk Operations and Administration Fund, State's Attorney Records Automation Fund, Public Defender Records Automation Fund, Circuit Court Clerk Electronic Citation Fund, and Child Advocacy Center Fund.

• Allows treasurers to deposit funds into the general fund instead if a county or unit of local government has not instituted and does not plan to institute a program using a particular fund.

• Requires the Child Advocacy Center Fund to be created in each county where a Children's Advocacy Center provides services, with county board grants supporting the center's activities and services.

• Maintains existing provisions for distribution of criminal and traffic assessment revenues to state agencies (Department of State Police, Department of Natural Resources, Secretary of State, Illinois Commerce Commission) and various specialized funds (DUI Fund, Drug Treatment Fund, Sexual Assault Services Fund, etc.).
