IL SB1418

Amends the Bi-State Development Agency Act to modify commissioner appointment procedures for the agency's board.

Adds subsection (d) limiting counties that do not contract for light rail service and do not use county-generated revenue to pay for that service to appointing only one commissioner.

Requires that when a commissioner from a non-light rail county's term expires and another commissioner from that county remains, the departing commissioner be replaced by an appointee from a light rail-contracting county.

Continues the reduction process until the non-light rail county retains only one commissioner, who will continue to be appointed under existing authorization.
