Changes Legislative Ethics Commission appointment requirement from "may" to "shall" appoint members of the General Assembly and members of the general public to the commission.

Allows Legislative Inspector General to issue subpoenas without advance approval of the Legislative Ethics Commission to compel witness testimony and document production.

Shortens complaint filing deadline with the Legislative Ethics Commission from 18 months after the most recent act of alleged violation to 12 months after the Legislative Inspector General's initiation of an investigation.

Requires the Legislative Ethics Commission to make public any summary report where the subject is a current or former General Assembly member and the Inspector General found reasonable cause to believe a violation occurred.

Mandates publicly available summary reports be posted on the websites of both the Legislative Ethics Commission and the Legislative Inspector General.
