Eliminates joint and several liability in negligence and strict product liability cases; each defendant is liable only for their proportional percentage of fault as determined by the trier of fact.

Plaintiffs are barred from recovering damages exceeding the percentage of fault attributed to each individual defendant, except when plaintiff's own contributory fault exceeds 50% of the proximate cause.

Removes the 25% fault threshold that previously allowed defendants with 25% or greater fault to be jointly and severally liable for all non-medical damages.

Eliminates provisions in the Joint Tortfeasor Contribution Act requiring remaining defendants to cover unpaid portions of uncollectable joint tortfeasor obligations.

Repeals Section 4 of the Joint Tortfeasor Contribution Act regarding plaintiffs' rights to recover full judgment amounts from any defendant.
