Creates the Transparency in Lawsuits Protection Act to require express language in any Illinois statute that creates a private right of action.

Prohibits Illinois courts from implying a private right of action based on statute language unless the right is explicitly stated in the law.

Applies to any legal action not yet initiated or pending as of the effective date of the Act.

Takes effect immediately upon becoming law.
