Department of Insurance shall form a task force to review individual and group short-term and long-term disability income insurance plans to examine coverage for behavioral health conditions.

Task force shall comprise 10 members: 2 disability insurance industry representatives, 2 behavioral health experts, 2 consumers with behavioral health conditions (all appointed by Governor), and 4 General Assembly members appointed by legislative leadership.

Task force shall compare disability income insurance coverage for behavioral health conditions versus physical conditions, assess costs of requiring parity coverage, and provide recommendations on economic feasibility by December 31, 2020.

Behavioral health condition is defined as any mental, emotional, nervous, or substance use disorder listed in the International Classification of Disease or Diagnostic and Statistical Manual of Mental Disorders.

Task force findings and recommendations shall be published on the Department website and task force is dissolved on December 31, 2021.
