Reduces the Alternative Educator Licensure Program for Teachers from 4 phases to 3 phases effective January 1, 2021, by eliminating the second year of residency.

Changes the alternative provisional educator endorsement validity period from 2 years to 1 year of teaching, with the option to renew for a second year (instead of third year) if needed to complete the program.

Requires candidates to pass the assessment of professional teaching no later than the end of the first semester of the second year of residency (or applicable year under the new 3-phase structure).

Updates related provisions in Section 21B-20 regarding Educator License with Stipulations to conform with the shortened program timeline and residency requirements.

Applies conforming changes throughout the statute to reflect the transition from a 4-phase to 3-phase program structure.
