SB1470 Summary

• Each Illinois public university must develop an automated text message program by July 1, 2020 for the admissions office to notify admitted students of critical enrollment and financial aid eligibility dates and deadlines.

• The text message program must include an automatic opt-out option allowing individuals to decline receiving automated text messages from the university.

• Applies to all eight public universities: University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

• These provisions expire and are repealed on July 1, 2024.

• Takes effect July 1, 2019.
