Allows obligors to have driver's license suspensions for child support non-payment removed by either paying arrearages in full or arranging a payment plan satisfactory to the court or Department of Healthcare and Family Services.

Applies the new compliance requirements for license suspension removal equally to all individuals with suspended licenses for child support non-payment, regardless of when the suspension occurred.

Modifies interest calculations on child support judgments to apply one-twelfth of the current statutory interest rate monthly to unpaid balances, excluding current month obligations not yet paid.

Removes outdated provisions regarding obligee notification and the 60-day opt-in period for computing interest accrued between May 1, 1987 and December 31, 2005.

Allows the Department of Healthcare and Family Services to establish rules regarding enforcement of interest in cases where IV-D services are provided.
