Establishes state policy allowing employers, employees, and labor organizations to freely negotiate collective bargaining agreements and union security agreements requiring dues payments to labor organizations.

Permits private sector employers and labor organizations covered by the National Labor Relations Act to execute union security agreements throughout Illinois to the full extent authorized by federal law.

Prohibits local governments and political subdivisions from enacting or enforcing any laws, ordinances, or rules that restrict, prohibit, or regulate union security agreements as permitted under federal law.

Reserves exclusive authority with the Illinois General Assembly to enact legislation affecting union security agreements, while declaring the act a limitation of home rule powers under the Illinois Constitution.

Allows any interested party to file suit in circuit court against local governments or political subdivisions for violations, and voids any existing local legislation that restricts union security agreements.
