Creates a new procurement preference in the Illinois Procurement Code allowing state agencies to purchase supplies and services from not-for-profit organizations owned by women, minorities, or persons with disabilities that are tax-exempt under Section 501(c)(3) of the Internal Revenue Code.

Requires not-for-profit organizations to be certified as "women-owned business," "minority-owned business," or "business owned by a person with a disability" under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act to participate in the preference program.

Mandates the Department of Central Management Services to develop guidelines for subcontracting, require department approval of all subcontracts, and establish that qualified not-for-profit organizations make reasonable efforts to use other certified minority, women, or disability-owned not-for-profit subcontractors.

Requires annual reporting beginning January 1, 2021 to the Governor and General Assembly detailing services provided, participating agencies, subcontractor usage, and other relevant information about the procurement preference program.

Expands the definition of female-owned, minority-owned, veteran-owned, and person with disability-owned businesses under the Public Utilities Act to include not-for-profit organizations with boards at least 50% comprised of these groups or with executive directors from these populations.
