IL SB1481

Changes county board recommendations on livestock management facilities from advisory and non-binding to binding recommendations to the Department of Agriculture.

Requires binding recommendations to include a statement of whether the proposed facility achieves or fails to achieve any of the required siting criteria.

Mandates the Department of Agriculture deny any permit to construct if the county board recommends against facility construction.

Applies to new livestock management facilities or waste handling facilities serving 1,000 or more animal units, with or without lagoons.

Takes effect immediately upon becoming law.
