Eliminates the prohibition on concealed firearm carriers from carrying firearms in public parks, athletic areas, and athletic facilities under the control of municipalities or park districts by striking subsection (13) from Section 65 of the Firearm Concealed Carry Act.

Maintains all other existing prohibited areas for firearm carry, including schools, courthouses, public transportation, hospitals, libraries, airports, and other government buildings.

Permits licensees to carry firearms in parking areas of otherwise prohibited locations and store firearms in locked vehicles or containers, with limited exceptions for nuclear facilities and federal prohibition areas.

Allows colleges and universities to establish policies regarding firearm storage in vehicles and permit firearms for official training programs, hunting, and target shooting on designated areas.

Requires standardized warning signs (4 inches by 6 inches) to be posted at entrances of prohibited areas, with uniform design established by the Department.
