Adds penalty of $100-$1,000 fine for violating traffic control devices within designated highway construction or maintenance zones.

Requires drivers entering construction or maintenance zones with workers present to either change lanes away from workers (on highways with at least 4 lanes) or reduce speed if lane changes are unsafe.

Establishes violation of construction zone driving requirements as a business offense punishable by fine of $100-$25,000 (increased from $10,000).

Mandates driver's license suspension of 90 days to 1 year if violation causes property damage, 180 days to 2 years if causes injury, and 2 years if causes death.

Requires Secretary of State to suspend or extend driving privilege suspension upon receiving judgment record for construction zone violations.
