Makes it unlawful to knowingly deliver, sell, purchase, or possess an assault weapon 300 days after the effective date, except for weapons registered with the Department of State Police during a 120-day registration window (180-300 days after enactment).

Defines "assault weapon" to include semiautomatic rifles and pistols with certain features (pistol grip, folding stock, barrel shroud, muzzle brake), shotguns with specific characteristics, and specific named models (AR-15, AK-47, Uzi, etc.).

Exempts peace officers, military/National Guard members, nuclear facility security personnel, Olympic target shooting competitors, hunters, and non-residents transporting weapons through the state for lawful purposes.

Allows registered owners to transfer weapons only to heirs, out-of-state residents, or federal firearms dealers; requires registration fee of $25 per person and proof of locking mechanism.

Penalties include Class 3 felony for first violation of possession, Class 2 felony for second violation or possession of multiple weapons, Class 4 felony for first assault weapon attachment violation, and Class A misdemeanor for other violations.
